Release Schedule for 2.4

Is 2.3.x mature enough to consider it a release candidate once the bugs 
related to SQL and webkit/win32 are resolved.  I'm capable of doing 
extensive testing on the win32 side, if that helps, but really my goal 
is to get 2.4 out the door.
