2.3.12 to be released this weekend

Works fine for me, and also from the String Freeze point of view.

One translation-related issue I'd like to get in is to exclude the tax reports 
from translation completely, as Yasuaki Taniguchi has pointed out last week 
correctly. But there is enough time until the weekend.
