IIRC the locale setting is formaly

<language>[_<country>[.<charset>]]

There is an automatic fallback. If your fallback returns C, this usually 
indicates a missing (more basic) language packet on your machine. you could  
check our user mail archive for this issue because details depend on your 
OS/distro.

Yes for the account templates.
But they do not benefit from your translation, if it is called lv_LV.po, while 
they would, if it were named lv.po.


BTW: Is there an encoding issue? I get with

while the rest looks fine. But with

it is readable. So at least opensuse seems to prefer a "good old" ISO-encoding 
as default charset for lv_LV.
