Should Unstable sqlite3 file look like maint ?

I would not expect the 2.7 data file to be the same as 2.6. In fact I
would have been shocked if they WERE the same.

I'm not sure specifically what you're looking at. The GUIDs would
absolutely be different, but this would be the case even if you did the
test twice with the same version of GnuCash. So what, specifically, are
you trying to point out by your image?
