There is no report currently that selects transactions by payee and
shows you a total amount.

You can get a list of transactions to a particular payee by selecting
"Find Transactions" and entering the payee name in the "Description"
tab.  Gnucash does not have a "Payee" field; what you are thinking of
as the Payee is called the Description by gnucash.  There will be no
total amount shown.

You might consider creating Expense accounts for payees that you wish
to see "total amounts paid" for.  The account balance will be the
total amount paid to that payee.
