It's in my 1.8.5 rpm:
me2v at reliant me2v $ rpm -ql gnucash |grep dump-finance-quote
/usr/bin/dump-finance-quote
I can't speak for RedHat's package, but the ones from gnucash.org will
have this file. Perhaps you could file a bug with the RedHat packager
at RedHat....
