Opening 1.8.1 file in 1.6.6

Well, I guess it depends.  Provided you're just using the old CoA
features your 1.8 file should load fine in 1.6.  However, if you use
any Business Features or Scheduled Transactions, it wont load
properly.  Similarly, A/R and A/P account types are not supported in
1.6.  But other than that, it should work.

How is 1.6 failing to load the file?

PS: Also note that the ONLY difference between 1.6 and 1.8 as far as
dependencies go is g-wrap.  If you run 1.6, you can run 1.8 just by
upgrading your g-wrap package.
