Start-up Problem

There is no reason to delete the lock file manually.  Just start
gnucash, tell it to "open anyways" (if you are ABSOLUTELY SURE
that nobody else is using the data file), and it will re-lock
the data file for you.

Gnucash will _always_ delete the lock file when it is shutdown cleanly.
If the lock file was not deleted, that implies that gnucash did not
shutdown cleanly.  Perhaps:

a) you had a power outage
b) you rebooted the computer with gnucash running
c) you logged out without shutting down gnucash
d) you did something else that caused gnucash to fail to shut down properly
