I respectfully disagree.

I think it would be perfectly reasonable for GnuCash to have a payroll
plugin where you define the particular payroll settings for each
employee and plug in the various tax rules, and have gnucash perform
all the calculations and input the transactions.

This is why it needs to be a plug-in, so you can plug in whichever
locale modules you want/need.
