pkg-config is still used, pretty extensively.

Where'd you get the glib/gtk/gnome ("g*") packages from?  Do you
actually have cairo installed?

What does `locate cairo.pc` return?  Is that pkgconfig directory in the
path?  What about `locate -r gtk.*\.pc`?
