Accounts in one currency and locale in a different currency is EXACTLY
the problem behind #116353.   So if your accounts are all USD but your
locale is GBP, then yes indeed you're hitting this bug.

Right.  The cap-gains code as-written doesn't understand the manual
method.

As a developer or as a user?  Lots were supposed to be almost
completely disabled for users..
