Reconciliation: Incorrect Starting Balance

I correct my statement: The dialogue does not appear if you alter the
transaction from the other unreconciled account when the transaction
is in basic view.

Isn't this inconsistent? When changing the Date or Description from
the reconciled account, the dialogue does pop up.
