Yes, your assumption is wrong.  You only changed the one transaction.
GnuCash doesn't have a "list of payees", only a bunch of transactions.
If you want to change all of them then you have to, uh, change all of
them.

GnuCash did indeed use these libraries.

There is no 2.21 or 2.23 -- at least not for another decade.  There
is, however, 2.2.1 and 2.2.3.
