Depends.  It's probably a good place to start.

I'm not sure why you didn't think you needed to hit "ok" to get your
changes accepted/applied.

Well, we could add an apply button, but it's unclear if you could
keep the same Tax Information Dialog for multiple usages.  Without
having looked at the code in question, it's quite possible that there's
context information associated with the dialog (internally perhaps)
that would require a unique instance of the dialog for each use.

I've never used that particular dialog myself.   But you could
file an RFE in Bugzilla for this.
