If you were using linux I would suggest you close GnuCash and rename
the ~/.gnucash directory. When you start GnuCash again it will
re-create the directory. You will lose saved reports and some
preferences.
I don't know where the Windows version puts the "hidden" gnucash
directory, but it sounds like on yours the permissions are wrong (if
that's possible in Windows) or that the data in the directory may be
corrupt.
I believe I remember a discussion of the location of the files in
Windows on this email list, but I don't remember how long ago.
I just looked in the FAQ http://wiki.gnucash.org/wiki/FAQ which lists
THREE hidden directories that contain saved GnuCash information in
linux (two under ~/.gnome/), but only one seems to be in use on my
system. The windows FAQ http://wiki.gnucash.org/wiki/Windows doesn't
appear to list the location of the hidden directory(ies). Maybe when
you discover where it is you could add it to the Windows FAQ.
