I have just added my comment to this bug.

In short, the chcp issue is very likely a Microsoft problem, they have 
provided hotfixes for this in the passed. If you have applied these hotfixes 
and still encounter problem, you can install GnuCash 2.2.9 and make it work 
using the workaround I described in the bug.

I have updated the FAQ, as I found it to be very ambiguous, especially for 
Windows users.
Please follow the updated instructions in there (particularly the Windows 
section, the rest is not relevant for you), and see if it works better now.
