trouble with gnc-fq-update

I tried to follow the directions for installing the finance::quote device
into GnuCashPortable, but ran into problems.  I am running WinXP.  First it
said I didn't a perl interpreter.  I installed perlportable.  When I get the
perlportable to do something, it says it is missing ssleay.dll.  I searched
for it and found two files of that name.  Neither seemed to help. Any ideas
on what I am doing wrong?
