The preference for accounting period is I believe a application setting that does not apply here.
Take a look at the concept guide on Creating A Budget. it explains how to set up the time period for the budget, which controls the time frame of any budget reports built on the budget.

The only place that I have been able to find for
selecting the accounting period is in Preferences. However,
changing the accounting period does not seem to work for me. No
matter what I select, the budget report always display October as
the beginning month in the report. Any suggestions?

I believe you have to modify the underlying budget to use the correct time period. If I recall correctly, that's also how you select the accounts that are included.

Thanks Anthony. When I generate the
Budget Report, it always displays the current month as the
first month in the report. How do I get it to display
January as the first month of the accounting period?

The Budget Report is one way to get income and
expense, a column for each month. After you run the report,
click on Options; one is to show only the actual amounts.
