problem with budget selection for reports

I have a couple different budgets, which I see just fine in the
Actions>Budget>Open Budget menu, and they all open just fine.  But when I
ask for a report to be generated (e.g. from menu Reports>Budget>Budget
Income Statement)  the report generated is always for the first budget on
the menu.  Not the one I have open.

How do I change which budget is used for report generation?

Running gnucash 2.4.8 on Mac OS X.
