For the benefit of the list, I belatedly found the relevant bug.

 Wrong permissions on server result in bogus error message

As for the more expansive question of whether and how to bubble up
diagnostic data for easy access, I will presently collect my thoughts
and post them to the following bug.

 qof_backend_set_error doesn't present sufficiently descriptive messages
