Personally I feel it is too much overhead for those kinds of bills.  I
just enter a regular payment transaction dated with the date I make (or
schedule) the payment.  I don't think it would give me a better picture
using a vendor bill for this.

IMHO, Vendor Bills are really for Payables, like purchase orders or
other types of obligations.
