I don't understand this case.  If you're being billed by a vendor why
would you need to withhold taxes yourself?  What kind of taxes do you
need to withhold here, and are they on TOP of what the vendor is
charging you?

I.e., if the Vendor is charging you $100, you need to do.. what?  Pay
them $105?  I don't understand.  Can you give an example of the
real-world transaction here?  Then we can help you model it properly.
