Upgrading to 2.4.13

It depends if you need the bug-fixes that have been deployed in the
subsequent releases.  If you're not hitting those bugs then you can use
whatever gnucash version you like.  If you have issues, however, the
first suggestion will be to upgrade to the latest stable version.
