The Chart-of-Accounts import to Android is a fairly recent addition. 
I have not tried it, but since the export choices only include 1 that is
not a database format, namely the default xml format, I would suggest
trying that. 
My CoA is far too complex to be useful in an Android environment.

Then, if you look at the GnuCash Android settings, the file can either
be placed on your computer or in the Android, and the App will be able
to import it.

The description of the App clearly states that it creates OFX output,
but it is unclear about the CoA import format. You might want to follow
