Q1. Nothing bad will happen.  GnuCash does not need to use the internet for
basic operation.  GnuCash has some functionality to fetch current exchange
rates and stock prices. If you don't deal with multiple currencies or with
stocks, then the lack of this functionality won't be a problem.  Even if
you do, failure to fetch these quotes won't make GnuCash crash or make
errors.  At worse, the USD value listed for accounts denominated in
currencies other than USD will use an out-of-date exchange rate.

Q2. Your GnuCash files are stored locally, as files on your computer.

Q3. GnuCash is not an organization or company, and as such, collects no
information from you.  The GnuCash application uses (to the best of my
knowledge) the internet solely to retrieve publicly available information,
and does not send any information not related to those queries.
