Always Online?

The issue is that GnuCash uses GConf behind the scenes to maintain its
configuration, and *THAT* service requires "Internet Access".  It's not
actually accessing the Internet at large, but it is using the local
network port to communicate back to itself, which makes windows think
that it's using the Internet.  Alas, there is no way around this, and
you need to enable it for GnuCash to work properly.  But rest assured,
it is NOT actually sending any information off your computer.  This
should be in the FAQ, because it's been asked often enough.

Also note that you don't have to be *ON* the internet for GnuCash to
work; GnuCash just needs access to the local network "port" in order to
contact GConf (which listens on the local network port).  The issue
really is that Windows doesn't have the same concept of "loopback" as
the rest of the world.

There is a plan to remove GConf from our dependencies (and switch to
GSettings), but that's alas probably not going to make the 2.6 release
timeframe so will unfortunately not be available until GnuCash 2.8.

Understood, and rest assured that GnuCash does NOT send any information
off your system.  The only real network usage from GnuCash is Quote
Retrieval, and only if you enable it.  Your data remains 100% on your
system, wherever you tell GnuCash to store it.
