Bond prices in GnuCash by means of Valora number?

P.S. I have upgraded to 2.4.11 and attempted to reinstall Finance::Quote
using the link in the Windows Start menu as recommended in the help topic
"Steps to enable On-line price updating".
However, the installation script produced an error:

You need to install the following Perl modules:
  Finance::Quote

Needless to say, I cannot use my system's package manager.
I found a couple of posts from people with similar problems:

but no suggestions on how to fix it :-(
