Yes, someone else reported the same problem yesterday. I just tested it on Win7 and got the same hang.
After killing setup in TaskManager, I was able to navigate to C:\Program Files (x86)\gnucash\bin and 
launch GnuCash by clicking on the program file (gnucash, not gnucash-launcher), so the installation is
satisfactory. You can easily create a shortcut by hand by dragging that either to the desktop or Start
Menu as you prefer.

If you’d rather, you can download the latest nightly build, http://code.gnucash.org/builds/win32/trunk/gnucash-2.5.8-2013-11-23-git-71a50a8+-setup.exe . I just tested it and it worked fine.
