Oh yes.

But just because it is a criminal matter does not mean it is easily
straightened out.

A friend had her considerable life's savings stolen by identity theft.
Including having a line of credit, supported by her house (owned free
and clear) maxed out. And the local prosecutor is not interested in
prosecuting the case because there is not enough evidence that she did
not give all that money to the thief. And her two banks and stock
brokerage company had such lax security procedures in place that they
allowed this to happen. And they are all fighting her. To make matters
worse, she cannot see, so she is dependent on others to read her bills
and write her checks. One of these did the identity theft.
