Logic has nothing to do with it. The codes are set by ISO 639 for languages and ISO 3166-1 for countries, and the ISO-639 code for Swedish is sv, while that for Sami is se. The ISO 3166-1 code for Sweden is indeed SE, so the full Swedish-in-Sweden locale is sv_SE.

Your claim that "sv does not load a Swedish translation se does" is rubbish. sv does load the Swedish translation. se loads nothing because there is no Sami translation -- except on your computer because you hacked it.

Microsoft doesn't use ISO 639 or 3166-1 codes, they spell out locale names in English; the Swedish-in-Sweden locale is designated unsurprisingly as "Swedish_Sweden".
