More end of the year questions

1. I now want to have a 2017 database so I assume I do a new file?
2. I enter the balances from the previous year after setting up my account
structure again?
3. If I did not do a new structure but continue in the old is there a way
to edit a split transaction that I have scheduled..e.g. Social Security
which needs several deductions to go in other accounts?
