Ruth,

There is no need in Gnucash to start a new file for the new year, but if
that is what you want to do then

File->New File

will do the trick.

You can export the account structure from a previous file to a csv file and
then reimport it into a new file if you so desire.

File->Export->Export Account Tree to CSV
File->Import->Import Accounts from CSV
