[GNC] How to enter value when budgeting? And meaning ?

i have attached 3 pictures about my computer setting. It's still have decimal
after I setup my currency and number in my computer -> restart my computer
-> uninstall GnuCash -> reinstall GnuCash (3.8b+) -> create a new account on
GnuCash.
it's weird, is it a bugs from GnuCash?
