Yes. Exporting as a csv would provide the best template for an import file.

Even with all accounts and amounts selected they can't be copied to the
clipboard. A report should be able to be generated, opened in a
spreadsheet, and changed but the amounts would have to be manually entered.
I am not aware of people successfully changing the tables directly outside
of GnuCash.

The issue is the previous year's expenditure is at best a guide to the
current year's expenditure and will most likely require customisation. A
spreadsheet is a much more convenient tool than GnuCash for this process.
