[GNC] Budgeting

Before moving to budget reporting here are the notes using Creating a
Budget -

Choose Which Accounts To Budget For
- for cashflow, chose Expenses and Income

Choosing a Budget Period
- Annual budget, monthly periods, commencing 1 January

Getting Started
- Actions, Budget, New Budget

- Options button - Every 1 month, beginning 1 January, 12 periods

Entering Budget Values - Expand to display all accounts to be budgeted.
Estimates will not be entered to subaccounts unless they are displayed.

- Estimate button - Start date 1 January for PRIOR YEAR
