[GNC] Issue Opening GnuCash in versions above 4.9 on Windows 11

Richard,

That one is out of my wheelhouse, but maybe one of the devs can make 
heads or tails of it.

You still haven't clarified where you downloaded GnuCash from... (just 
for completeness sake)
