[GNC] Help!

I tried reinstalling 5.13 (which had been working before I downloaded and
installed 5.14).
Just like when I've installed 5.14 recently, when I install 5.3, it
installs without any error messages but when I try to run it, I get the
error message "The code execution cannot proceed because libicuin76.dll
was not found. Reinstalling the program may fix this Problem". But when I
reinstall it, I get the same error message.
Help!!
