Nancy -- just now I did a search in windows 11 to see where the
libicuin76.dll file resides. It resides in the folder called BIN, which
is in a the guncash folder in the ProgramFiles (x86) folder.
This is the full path: ProgramFiles(x86)\gnucash\bin\libicuin76.dll
That is where the file is. So for some reason - you either do not have
the file in the correct place OR you are not being able to access that
files once gnucash has installed it.
So -- first -- make sure that file is there. In your current setup --
whether 5.13 or 5.14 -- make sure the file is actually there - that you
can see it! Second, if you can see it, do a right click and look at the
properties and make sure it is not read only (the file itself)
Finally if you can see it and it is not read only, then provided you do
not have any kind of mismatch (i.e., the 5.13 version vs. the 5.14
version) you should be ok.
Here is the bottom line. After you de-install, and BEFORE you
re-install, make sure the the above path ProgramFiles(x86)\gnucash\bin
is also gone. If it is not, then you are just beating a dead horse
because this is the crux of the issue.
Key -- deinstall the program completely -- like you never had it. Make
sure the gnucash folder in the Program Files (x86) folder (and all the
subfolders under it - included BIN) are gone or named differently. Now
install the program just like a brand new program like you never had it
before.
If after this you are still receiving the error -- then yours is a very
unique situation that will need the developers help. Up until now --
anyone who has had this issue has had it fixed by removing the gnucash
folder (and all its contents) from Program Files (x86) folder and
re-installing the program.
Last bit of advice. This "installation/de-installation bug" seemed to
pop-up in version 5.13 installer/de-installer. Worse case scenario -
you can always try to go back to version 5.12 and see if that will load
for you. At some point, something has got to give. 5.12 worked on your
machine and so did 5.13. I first heard of this problem in 5.13. If you
keep removing the gnucash folder on installations that are not working
-- at some point you should be matching and the program should be
working. If you cannot get to a stable state -- please continue to post
your messages and others can chime in to see if they can help as well.
Best of luck -- I really do think it is not a bug in the program
-because many Windows users are not having this issue. I do believe it
has to do with how the program is getting installed/de-installed on your
computer.

PS -- if you continue to have problems - please give some specifics of
your situation. Is this a desktop or laptop? Is it your personal
machine or a networked company machine? Have you had any recent
hardware or software changes that would affect how programs get
installed on your computer? Do you have an anti-virus product installed
- and could it be interfering somehow? (As an aside - I recently had a
power blip that caused my version of Libre Office to be write-protected
and I could only open files as read only. Turns out the power spike
cause Malwarebytes to black list Libre Office. I tried everything to
get it to work until finally I went into Malwarebytes and saw that it
had protection on (meaning is distrusted the program) on Libre Office.
I took that protection off and viola! Libre Office was working fine
again). Could anti-virus be getting in the way here? Just some thoughts
for you to think about.
