A little googling shows that this is what used to be called Webroot.

You appear to have a "business" version, which by design is centrally 
managed - i.e. by the IT support function within a business. The end user 
(you) has no control over such things as de-quarantining files.

It appears you will need to find whoever installed it, which may be the 
repair shop you mentioned, and ask them to make the necessary adjustment.
