[GNC] Any reason reports are not stored in gnucash file ?

There are likely others either related, or that would be somewhat 
addressed by re-working saved-configurations.

There is also a bug on associated files headpath that might be relevant 
with respect to pointing to saved-configurations:

I did searches using "report config", "report saved", but did not limit 
my search to the report component. (that first RFE and the one about 
Head Path are assigned to General)
